Harare Commission of Inquiry resumes hearings

The Commission of Inquiry into Harare City Council affairs, led by retired High Court Judge, Justice Maphios Cheda, has resumed public hearings.


A key witness, Harare City Council’s Works and Town planning chairperson, Councillor Takudzwa Dzumbunu, gave her testimony after being detained last month for failing to attend a hearing.


Councillor Dzumbunu was given some time to put her house in order before returning to continue with her testimony.


Her testimony is expected to shed some light on several contentious issues, including the proliferation of service stations, cluster houses, and council regulations.


A few days ago President Mnangagwa extended the tenure of the Commission of Inquiry by three months to allow it to complete its work.


After being set up on May 10 with an initial mandate to probe Harare City Council within six months, the commission now has up to early February next year to complete its work and report back to the President by early May.


The Commission was constituted in a proclamation under the Commission of Inquiry Act with its tenure set to expire this month, but with an option of a three-month extension if that was found necessary.
